最近台灣電能問題引起輿論,缺電與AI半導體產業甚至限電都是問題,根據光電業者指出,二o二五年太陽能目標建置量為二十五GW,如今台灣建置量僅一半;但政府支持半導體產業,對能源危機卻無法解決。
蔡昆凌博士認為:在環境面,許多保育組織擔心設置光電,也會限縮野生動物生存的生存空間,對環境生態造成嚴重衝擊。雖然政府保證,光電絕對不會設置於國家公園或國家重要溼地等法定保護區,其實許多沿海魚塭與鹽田,雖然不是法定保護區,但卻是保育鳥類的重要棲地,每當秋冬季就會吸引大批候鳥棲息覓食。所以光電會大面積改變地貌、累積開發面積過大,而超過當地環境承載力。
蔡昆凌博士認為,要發展再生能源本來是好事一樁,一旦規畫不當、而發生這種綠能與環境生態相抵觸,這會重傷台灣形象。光電利潤、產能高,但蓄電設備與太陽能電板下的土地是否會質變、灰塵造成光電壽命減短更嚴重是未來回收要如何處理廢棄問題才是問題!

Dr. Tsai believes that in terms of the environment, many conservation organizations are worried that the installation of photovoltaics will also limit the living space of wild animals, causing a serious impact on the environment and ecology. Although the government guarantees that photovoltaics will never be installed in statutory protected areas such as national parks or nationally important wetlands, in fact many coastal fish ponds and salt pans, although not legally protected areas, are important habitats for bird conservation. Every autumn and winter It will attract a large number of migratory birds to rest and feed. Therefore, photovoltaics will change the landscape on a large scale and the cumulative development area will be too large, exceeding the carrying capacity of the local environment.
Dr. Tsai believes that the development of renewable energy is a good thing. Once planning is improper, this kind of conflict between green energy and the environment and ecology will occur. Contradiction will seriously damage Taiwan’s image. Photovoltaics have high profits and production capacity, but the problem is whether the land under the power storage equipment and solar panels will deteriorate, dust will shorten the life of photovoltaics, and more seriously, how to deal with waste in future recycling!
